PROBLEM TO BE SOLVED: To provide a water draining construction method for draining underground water sufficiently through a bore hole formed at the natural ground even if an inner face of the bore hole is rough and the bore hole is formed at the easily destructible natural ground. SOLUTION: In the water draining construction method, the bore hole is formed at the natural ground, a casing pipe having a water permeable peripheral wall is stored and arranged in the bore hole, a fluid injection port for injecting fluid such as water and a sealing part unable to be opened by pressure not higher than a predetermined limit value are formed at a rear end side and a tip side, respectively, a tubular packer enlarged in diameter by pressure not higher than the predetermined limit value of the fluid is inserted into the casing pipe at a bore hole opening side, the fluid is injected through the fluid injection port by pressure not higher than the predetermined limit value to enlarge the diameter of the packer, the packer is pressed to and fixed on the inner face of the bore hole through the casing pipe, and then the fluid is injected into the packer by pressure not lower than the predetermined limit value to open the sealing part so that the underground water in the natural ground is drained to an outer side of the bore hole from a water drain hole in the casing pipe through the inside of the packer.
