PURPOSE: A birds and animals repelling device is provided, which can easily repel birds and animals without environmental contamination or safety accident. CONSTITUTION: A birds and animals repelling device comprises: a pair of railways(3,3') which are parallelly separated in the air around the arable land; a running gear(5) running along the railway; a repellent rod(8) which is attached to the running gear; a luminescent lamp(9) equipped in the combat rod; a sparkling tape(10); a controller controlling running of the running gear; and a sound unit which outputs a sound for bird extermination.
