<p><P>PROBLEM TO BE SOLVED: To provide an information rewriting device easily rewriting information stored in an information storage medium. <P>SOLUTION: A user responder 30 is the information storage medium, and stores the information related to a user such as a user identifier. An instruction responder 32 is an instruction storage medium, and stores a prescribed instruction. The information rewriting device 2 reads the instruction from the instruction responder 32, and performs processing for rewriting the information stored in the user responder 30 based on the read instruction. A user responder reading/writing part 260 reads the information stored in the user responder 30, and performs processing for writing the prescribed information into the user responder 30.
