PROBLEM TO BE SOLVED: To enable a mobile virtual network operator (MVNO) and a person who provides service by utilizing wireless communication service of the MVNO to freely and inexpensively provide the service. SOLUTION: A base station 1 includes: application parts 4, 5, 6; a selection part 7; and a controlling part 8. The application parts 4, 5, 6 have applications corresponding to the service of the person who provides the service by utilizing the wireless communication service of the MVNO. The selection part 7 receives a connection request to the service of the person who provides the service by utilizing the wireless communication service of the MVNO from a terminal 2 of a person who utilizes the service of the person who provides the service by utilizing the wireless communication service of the MVNO. The selection part 7 selects an application part corresponding to the connection request among the registered application parts 4, 5, 6.
