PROBLEM TO BE SOLVED: To prevent the irregularities and positional deviation of an image due to the speed fluctuations of an image carrier by suppressing the speed fluctuations of the image carrier, in an image forming apparatus including the belt-like image carrier and a transfer roller having such a shape that a part of a circumferential surface thereof is cut and lost, and in a transfer device. SOLUTION: A tension roller 35 is provided between a belt driving roller 32 driving an intermediate transfer belt 31 and a secondary transfer backup roller 34. The tension roller 35 is pivotally attached to a bearing block 352 attached to a spring 351, and the bearing block 352 freely slides along an oblong hole 350 provided in a supporting frame 30, according to the expansion and contraction of the spring 351. The position of the tension roller 35 when a recessed part 41 provided in the outer circumferential part of a secondary transfer roller 4 faces the intermediate transfer belt 31 is regulated, and thereby the position of the tension roller 35 when the formation of a transfer nip is started is always constant.
