PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor forming a solid electrolyte layer only on a required part, free of possibility of short-circuit and excellent in reliability, and to provide a method of manufacturing the same. SOLUTION: A recessed part 1a is formed in a positive electrode body made of a valve metal and a first resist layer 8 is formed around it. Then, a substrate 1 is etched to form a surface-enlarged etching layer 2. An oxide film is formed on the etching layer 2. After formation of the oxide film, the first resist layer 8 is peeled off to expose a surface of the substrate 1 which is covered with the first resist layer. Then, a second resist layer is formed on a surface of the substrate 1. After sequentially forming the solid electrolyte layer 3 and a negative electrode layer 4 in the recessed part 1a, the second resist layer 5 is peeled off to expose the positive electrode body. A positive electrode terminal 7 is formed on a positive electrode body exposed part, whereby resist penetrates into the etching layer on a part in contact with the resist layer to increase the degree of adhesion between the substrate 1 and the resist layer.
