PROBLEM TO BE SOLVED: To provide a device and method for optimizing handover performance in wide band wireless communication systems.

SOLUTION: To optimize handover in a wide band wireless communication system, operations of a base station include a step of determining whether or not at least one of a plurality of time sections into which a required handover time is divided exceeds a critical time period, a step of determining whether to move handover time forward or backward corresponding to which section at least one of the time sections that exceed the critical time belongs to, and a step of changing at least one of handover parameters to move the handover time forward or backward.
