PROBLEM TO BE SOLVED: To provide a power control device that enhances throughput in general in a communication network with a plurality of communication devices connected to the network serving as a core. SOLUTION: The power control device 60 operates throughput as local throughput in a local network of each of access points 10 to 21 in consideration of effect of power transmission in the local network of the access point adjacent to each of the access points 10 to 21. The power control device 60 decides twelve pieces of the power transmission in the local network of each of the access points 10 to 21 so as to maximize the local throughput. Thereafter, the power control device 60 adjusts the twelve pieces of the power transmission so that a difference of the power transmission between the adjacent two local networks is equal to or less than a thresholdδPin the twelve local networks corresponding to the access points 10 to 21.
