PROBLEM TO BE SOLVED: To change fixing properties of each color toner without changing conditions of a flash fixing method in color image formation using a fixing device by the flash fixing method. SOLUTION: A screen processing unit 125 performs a screen processing to raster image data having each color component input from a gradation correction unit 124 using different screens, respectively, selected corresponding to each applied color from a dot size control unit 126, and for example, creates dot image data of each color of K, M and C, Y whose minimum dot sizes are one dot, two dots and four dots, respectively. An image forming unit 13 forms a K-color toner image of minimum dot size of one dot, M-color and C-color toner images of two dots, and a Y-color toner image of four dots, respectively, transfers these images onto a paper sheet, and discharges the paper sheet after fixing by a flash fixing device 44.
