Provided is a base station control apparatus (10a) for causing a plurality of base stations (12a) to synchronously distribute a plurality of packet data to mobile terminals.  The base station control apparatus is characterized in that the apparatus comprises a receiving unit (S12) that receives a plurality of packet data; a transition information generating unit (S14) that generates transition information corresponding to the sequence numbers of packet data used for transitioning the compression state when the plurality of packet data are compressed; a compressing unit (S20) that compresses, based on the transition information, the plurality of packet data; and a transmitting unit that transmits the plurality of compressed packet data to the plurality of base stations and transmits the transition information to another base station control apparatus.
