PROBLEM TO BE SOLVED: To minimally reduce an airspace around a testing apparatus in a test section in a boring hole. SOLUTION: The device includes: a packer core metal 2 as a columnar packer core member; and a cylindrical packer rubber 4 covering the outer peripheral surface of the packer core metal 2, whose part near both end sides in the axial direction is fixed to the packer core metal 2. A packer extension line is formed by a passage 2a passing from one edge in the axial direction of the packer core metal 2 to the outer peripheral surface of the packer core metal 2, and an extension pressure is applied by using the packer extension line to generate expansion, and the packer rubber 4 is pressed onto a hole wall 21a peripheral surface of a borehole 21 to secure watertightness of the periphery of both pistons 3A, 3B, and a test section is formed, and a hydraulic test is executed through a test line.
