PROBLEM TO BE SOLVED: To efficiently use a band while securing the redundancy of a communication path. SOLUTION: A controller acquires transmission data at every frame, divides the transmission data into a plurality of partial data and sets priorities to each of the data. The controller computes the number of time slots required at a time when the partial data are transmitted by using the communication paths at every combination of the partial data and the communication paths. A selection part selects one or more combinations used for transmitting the transmission data in the frames on the basis of the priorities and the number of the time slots required. The selection part determines access-management information specifying the partial data transmitted by each time slot of the frames and the communication paths used for the transmissions on the basis of one or more selected combinations, and informs each node contained in the communication system of the access-management information. The selection part selects one or more combinations in the high orders of the priorities of the partial data, and selects one or more combinations in orders of the small number of the time slots required when the priorities of the partial data are equalized.
