<p><P>PROBLEM TO BE SOLVED: To facilitate reliable carrying of a cleaning tool of an operation shaft to an area to be cleaned in a liquid transport pipe while resisting the liquid pressure and improve the working efficiency of cleaning in the pipe by enhancing the operability to the operation shaft while ensuring retention of the carrying status. <P>SOLUTION: In a working case 7 connectable to an opening and closing valve 6 of the liquid transport pipe 1, the operation shaft 9 equipped with the cleaning tool 8 for cleaning the inside wall of the liquid transport pipe 1 is arranged so as to penetrate through in a freely slidable way in the direction of the center of the operation shaft and in a rotatable and tiltable way, and a connector 10 freely rotatable around the center of the operation shaft is arranged in an outer shaft portion of the operation shaft 9. Between the connector 10 and a fixing part, a push operation means 11 which pushes the cleaning tool 8 of the operation shaft 9 into the liquid transport pipe 1 while resisting the liquid pressure in the liquid transport pipe 1 and moves the cleaning tool 8 is arranged, and an operation force application means 12 applying an operation force to the outer shaft portion of the operation shaft 9 is also arranged.
