<p><P>PROBLEM TO BE SOLVED: To encode graphic data to be disclosed to limited users, so as not to be disclosed to users other than the specific users. <P>SOLUTION: An encoding apparatus creates a new graphic (black area) corresponding to an area (area to be encoded) that is not disclosed to other users than specific users. In addition to graphic data, the encoding apparatus stores encoded data for graphic included in the area not to be disclosed, in association with the black area, and at the same time, performs replacement or deletion on the graphic included in the area not to be disclosed.
