PURPOSE: A chaff body is provided to be formed into a panel by being compressed using a mold and using a connecting part. CONSTITUTION: A composition(15) is added to one or more chaffs(11). The chaffs are bonded to form a chaff body(10). A space(11-1) is formed in the chaff of the chaff body. The chaff body is in contact with at least one outside. The chaffs are bonded with the internal body of the chaff body in contact with at least one outside. The chaffs are stacked on the bonded chaffs.
