<P>PROBLEM TO BE SOLVED: To provide a charging system solving a problem wherein, in a conventional system without identifying a cardholder in settlement by prepaid card, a person other than a cardholder, when obtaining a prepaid card by picking it up, etc., may use the remaining amount of the prepaid card without the cardholder's consent, and besides, there is a fear of theft for unauthorized use of the prepaid card. <P>SOLUTION: When a prepaid card is being used, the charging system compares personal identification data recorded in the card with personal identification data recorded in a reader so as to thereby prevent a person other than a cardholder from using the card.
