PROBLEM TO BE SOLVED: To provide a foundation structure for an electrical water heater which improves the earthquake resistance of a water heater foundation composed of a concrete foundation panel for installing and fixing the water heater, and reduces the weight of the concrete foundation panel without dividing it into a plurality of blocks to improve the efficiency of installation work. SOLUTION: The foundation structure for the electrical water heater includes the concrete foundation panel constructed by superposing a reinforced concrete upper panel 2 on a reinforced concrete lower panel and connecting both panels to each other with bolts. The water heater 12 is placed on the upper surface of the upper panel. The upper and lower panels have mortar-filling openings at their centers that are joined to form a vertical opening when both the panels are superposed on each other and filled with mortar. In each mortar-filling opening, the upper end of an underground anchor driven into the underground below the mortar-filling openings is coupled to a reinforcing bar, and mortar is filled to fix the anchor to the concrete foundation panel.
