PROBLEM TO BE SOLVED: To provide an image forming apparatus that can prevent a toner adhering to an insulating member for covering a developer non-coating region from being transferred to a photoreceptor drum, wherein the developer non-coating region is provided at an end portion of a developer carrier in a longitudinal direction. SOLUTION: In the image forming apparatus, the image carrier 4a includes the developer non-coating region, provided on the end portion of the developer carrier in the longitudinal direction where a developer is not coated positively on a surface of the developer non-coating region; and a developer-coating region, provided closer to a center side of the developer carrier in the longitudinal direction than to the developer non-coating region, where the developer is coated positively on the surface of the developer-coating region. The surface of the developer non-coating region is covered with the insulating member 4b. When an electrophotographic photoreceptor 1 passes through a part facing the developer carrier, the electric potential of a region of the electrophotographic photoreceptor facing the insulating member is higher on a side of the same polarity as charge polarity of the developer than the electric potential of a non-image portion, in a region of the electrophotographic photoreceptor facing the developer-coating region of the developer carrier.
