PROBLEM TO BE SOLVED: To provide an elastic roller and a developing device that contribute to the formation of a high-quality image by preventing an uneven quantity of a developer supplied to a pressure-contacting body, and to provide an image forming apparatus that forms the high-quality image. SOLUTION: The elastic roller 1 includes an elastic layer 6 formed of one or more layers at the circumference of a shaft 5. The elastic layer 6 includes: a central cylindrical portion 11 the proportion of the axial length of which is 10 to 40% of that of the elastic layer 6; and tapering portions 13 and 14 extending from the central cylindrical portion 11 of the elastic layer toward ends 18a and 19 of the layer, respectively.
