PROBLEM TO BE SOLVED: To provide a recovering device and a battery which recover surplus electric-power energy which is discharged constantly during traveling vehicles and charge it to a plurality of other batteries. SOLUTION: Generated energy from a generator (alternator) in use is inputted to a controller 2 in a controlling system (CPU) as an output power. At this time, it is checked and confirmed by a battery-condition confirming sensor as to whether a conventionally mounted battery 9 (referred to as No.1 battery) is in such a fully charged condition that it generates surplus power; and if it is determined as being fully charged, the surplus power energy is supplied to the differently mounted battery 11 (battery No.2) and battery 10 (battery No.3), in turn, similarly to the battery 9 (battery No.1).
