PROBLEM TO BE SOLVED: To provide a charge and discharge control unit capable of lengthening lives of all batteries by uniformly supplying power to a prescribed load according to a charge state of each battery even if a plurality of batteries are charged from a solar cell of which electric energy to be generated depends on weather, and capable of preventing a charge shortage of the batteries. SOLUTION: The charge and discharge control unit includes the solar cell for generating prescribed power; a plurality of rechargeable batteries charged by power supplied from the solar cell; an emission means to which drive power is supplied from the plurality of rechargeable batteries; a selection means of selecting the rechargeable battery to which the solar cell supplies power and the rechargeable battery for supplying drive power to the emission means from the plurality of rechargeable batteries; an illuminometer for measuring illuminance around the solar cell or the emission means; and a control means of performing control such that the rechargeable battery for supplying drive power to the emission means is selected, according to the illuminance measured by the illuminometer.
