A utilization-time changing support device (216) is provided with: a household-electrical-appliance power-use-history accumulating unit (103) that accumulates histories of power consumptions for each of the household electrical appliances used in living space; a power-use-history writing unit (100) that writes, to the household-electrical-appliance power-use history accumulating unit (103), histories of information indicating the power consumptions of the household electrical appliances, received from a measurement device that measures the power consumptions of household electrical appliances used in living space, as power consumption history; a periodical-use assessment unit (105) that assesses whether a household electrical appliance used within a prescribed time zone is used periodically, on the basis of the power consumption history accumulated at the household-electrical-appliance power-use history accumulating unit (103); and a time-zone-change possibility assessment unit (106) that outputs, based on the power consumption history of a household electrical appliance assessed as being used periodically by the periodical use assessment unit (105), the possibility of the utilization time zone of the household electrical appliance being changed, and the assessment result with respect to the utilization time zone after the change. |
