<P>PROBLEM TO BE SOLVED: To provide an image forming device capable of forming a high quality image by imparting sufficient charge to a toner, while preventing the occurrence of blotches (an image failure caused by adhesion of the toner to a sleeve). <P>SOLUTION: The image forming device includes a toner charging member separated from a toner support member and virtually nullifies a developer charging ability of the toner support member.
