<p><P>PROBLEM TO BE SOLVED: To provide a shoe provided with a protruding portion on the inner peripheral surface of a heel counter, wherein the heel is hardly slipped off and it is easy to walk during walking with women's shoe, men's shoe, etc., worn, and to provide a method of manufacturing the same. <P>SOLUTION: The instep portion 12 of a women's shoe 10 is formed by bringing an upper leather 20 into close abutment on the lining leather 22. One side part 22A of the heel part and the other side part 22B of the heel part of the lining leather 22 have a penetratingly formed protrusion opening 32. A protruding body 34 is arranged correspondingly to the protrusion opening 32, between the one side part 22A of the heel part and the core material 30 of the heel part, and similarly between the other side part 22B of the heel part and the core material 30 of the heel part. The protruding body 34 is formed of a protruding portion formation piece 36 and a sponge 38.
