PROBLEM TO BE SOLVED: To solve such a problem that the elution of an oil from soil can not be prevented although an alkaline soil improving material and an oil adsorbing material are separately or collectively used for oil-contaminated soil and a water-shielding wall made of concrete or steel sheet pile is constructed heretofore. SOLUTION: The oil-contaminated soil 12 is dug up to an impermeable layer 11 by a deep layer mixer 10, and an oil adsorbent, for example, an asphalt emulsion is filled and, at the same time, is mixed up to the ground level. Subsequently likewise, a hydraulic solidifying material, for example, a cement milk is mixed from the impermeable layer 11 to the ground level and the soil in a deep layer mixing pore and each chemical are mixed. Thereby, stable insolubilization of the oil in the oil-contaminated soil and prevention of elution and permeative diffusion of oil from the oil-contaminated soil are achieved.
