PROBLEM TO BE SOLVED: To provide a surreptitious photographing prevention system which guarantees the implementation of photographing by a photography implementation terminal inside a photography restricted area, and restricts an unauthorized photographing such as surreptitious photographing. SOLUTION: On the basis of receiving photography implementation information showing photography implementation from a photography implementation terminal comprising a photographing function, the photography implementation information is transmitted to a notification target terminal.
