PROBLEM TO BE SOLVED: To improve tire performance by reducing tension passively generated in a belt-like rubber member 12 in carrying by a conveyor 21. SOLUTION: An imparting means 27 is arranged between a roller 22a and a winding body 20 positioned on the upstream end of the conveyor 21, and due to imparting force of a smaller value than passive tension (tension based on resistance such as rolling resistance and separation resistance imparted to the belt-like rubber member 12 from the conveyor 21) turning to the winding object 20 to the belt-like rubber member 12 from the imparting means 27 and acting on the belt-like ribber member 12, the passive tension generated in the belt-like rubber member 12 is offset and reduced in a part by the force. Thus, the longitudinal directional extension and width directional contraction of the belt-like rubber member 12 are restrained, and the tire performance can be easily improved.
