PROBLEM TO BE SOLVED: To reduce power consumption in an operation regulating mechanism for an engine starter. SOLUTION: The power transmission state of an electromagnet 33 is switched to regulate or permit turning of an ignition switch 7. Specifically, a plate knob 40 and a lock knob 30 are independently displaced in the state without power transmission of the electromagnet 33. That is, an operation knob 8 approaching the ignition switch 7 pushes away only the plate knob 40 through an inclined face 41 of the plate knob 40, but a lock pin part 31 of the lock knob 30 still exists between the operation knob 8 and the ignition switch 7, to be precise, in a fitting recess 17, to hinder fitting between the operation knob 8 and the ignition switch 7.
