PROBLEM TO BE SOLVED: To provide an encryption communication system where a range allowing a receiver to change P<SB>0</SB>(probability for both transmitter and receiver to share a bit value corresponding to the front of a coin by coin throw) is arbitrarily made small. SOLUTION: A plurality of entangled quantum bits are generated in a quantum state generating portion so as to be transmitted to a receiver terminal device. The receiver terminal device allows a random number generating portion to generate random numbers so as to be transmitted to a transmitter terminal device. Based on the random numbers, a quantum bit selection portion of the transmitter terminal device carries out different quantum measurements for quantum bits not transmitted to the receiver terminal device so as to select one quantum bit based on the quantum measurement results and random numbers. Part of the quantum bits not selected is transmitted to the receiver terminal device. Also, the quantum measurement for one quantum bit selected by the quantum bit selection portion is carried out so as to acquire the bit values each corresponding to the front and back of the coin.
