PROBLEM TO BE SOLVED: To provide a management program which can distribute the number of times of image forming operations assigned to each department to users who can simultaneously use the number of times in each department, a management device and an image forming system. SOLUTION: The management program makes a computer perform: a reception step of receiving user identification information from an image forming apparatus; a first obtaining step of obtaining the number of assignable times when assignment can currently be performed to a department with the user belonging to on the basis of the user identification information; a second obtaining step of obtaining the number of persons who can simultaneously use in the department; a calculation step of calculating the number of usable times by dividing the number of assignable times by the number of persons who can simultaneously use; and a transmission step of transmitting the number of usable times to the image forming apparatus which sends the user identification information.
