PROBLEM TO BE SOLVED: To solve the problem that video quality degradation occurs in all terminals when the total of the utilization network bands of respective terminals exceeds a utilizable network band when a plurality of customer terminals simultaneously receive video content in a video distribution system where a plurality of network distribution forms for video content exist. SOLUTION: In download type video reception terminals 102 and 103, an underflow determining part 311 detects that the remaining capacity of a video data buffer 307 is continuously lower than a threshold for a predetermined time to stop video reception. Video quality degradation is prevented from occurring in all terminals by stopping video reception terminals during receiving a service of a download type distribution form preferentially by making the predetermined time shorter than a predetermined time when receiving a network distribution form having high demand for real time performance.
