PURPOSE: A polymer electrolyte membrane is provided to maintain moisture content inside the membrane, to ensure excellent dimensional stability, and to improve properties of a fuel cell. CONSTITUTION: A polymer electrolyte membrane for a polymer electrolyte type fuel cell comprises a hydrocarbon-based hydrogen-ion-conducting polymer film and has a surface contact angle of the polymer film of from 80 degrees to 180 degrees. A surface contact angle of the polymer electrolyte membrane is 80 degrees or more and less than 120 degrees. The hydrocarbon-based hydrogen-ion-conducting polymer is a polymer having hydrogen ion conductivity.
