<P>PROBLEM TO BE SOLVED: To freely set damping force, and achieve compactness. <P>SOLUTION: As a valve member 21 is in contact with a seat part 24 under pressure, spring force of a second spring 27 acts to normally close a communication hole of a bottomed cylinder member 17 with the valve member 21. When fluid flows in from a first in/out-flowing port 13, pressure of the fluid acts to relatively move the bottomed cylinder member 12 to the valve member 21 against the spring force of the second spring 27, so that the communication hole 20 is opened on the second in/out-flowing port side to communicate the first in/out-flowing port with the second in/out-flowing port. When fluid flows in from the second in/out-flowing port, the pressure of the fluid acts to relatively move the valve member to the bottomed cylinder member against the spring force of the first spring, so that the seat part is opened.
