PURPOSE: An elastic paving material is provided to improve permeability by an air gap which remarkably grows larger. CONSTITUTION: An elastic paving material comprises an anchor mat and an elasticity chip(20). Fiber is made of a plastic material. The elasticity chip is combined on one side of the anchor mat with a binder. The elasticity chip covers the protruded part of the anchor mat and forms an elastic layer(21).
