FIELD: metallurgy. ^ SUBSTANCE: procedure consists in electro-chemical treatment of water solution of primary actively dissociating reagents containing oxygen and/or halogen in membrane electrolyser with formation of gas-water mixture. Also, mineral acids or hydroxide of alkali or alkali-earth metals and air oxygen are introduced into water solution before electro-chemical treatment.
