The device has jibs (10, 10bis) for turning freely around a rotation axle (5), and a fixation and centering system for fixation and centering the axle on a coil (1). A self-locking system is integrated with the bracket using a flange of the coil. The jibs comprise two assembled tubes that are positioned in the axle of the coil and positioned parallelly to the flange of the coil. An end of the horizontal part of one of the jibs supports the fixation and centering system.
