PURPOSE: An air cooling apparatus and a refrigerant-free air conditioner using the same are provided to enable heating and cooling without separate devices since hot air and cold air are efficiently produced simultaneously by the air cooling apparatus. CONSTITUTION: An air cooling apparatus comprises a compressed air rotating device(200), a hot-temperature wire mesh, and a low-temperature wire mesh. The compressed air rotating device firstly rotates compressed air for the formation of a low temperature part and a high temperature part and comprises a compressed air rotating device housing and a compressed air rotating device body. The hot-temperature wire mesh is connected to a high-temperature discharging part formed in the compressed air rotating device housing. The low-temperature wire mesh is connected to the low-temperature discharging part formed in the compressed air rotating device body.
