PURPOSE: A portable terminal authentication approval process system for reinforcing an authentication process is provided to reduce the clone portable terminal by managing an approval limit according to a payment situation. CONSTITUTION: A business carrier information management part(21) stores the approval limit amount of money according to each business carrier in business carrier database. A provider information management unit(22) stores the approval limit in the user information database. A payment situation monitoring unit(23) determines whether to approve the mobile terminal based on the approval limit of user information database.
