<P>PROBLEM TO BE SOLVED: To provide a technology for giving a vibration energy generated by vertical motion of wheels of a land traveling vehicle to a piezoelectric film as a stress, generating a power, and charging a battery with generated power. <P>SOLUTION: For solving the problem, an elastic film object is fixed to a vibration relaxation device of the traveling vehicle. The generated vibration energy is given to the elastic film object so as to deform it. Deformation is given to the stuck piezoelectric film as the stress so as to deform the film.
