PROBLEM TO BE SOLVED: To provide a method of manufacturing a thermally expandable base material for the interior of vehicles which is light and has sufficient sound absorbing properties and high rigidity and a method of manufacturing a base material for the interior of vehicles. SOLUTION: The method of manufacturing a thermally expandable base material 2 for the interior of vehicles includes needling a web 11 comprising an inorganic fiber, one of a thermoplastic resin fiber and a thermoplastic resin powder and thermally expandable microcapsules to form a fiber mat 1, heating the fiber mat 1 in a temperature range lower than the thermal expansion initiating temperature at which the thermoplastic rein fiber melts and the thermally expandable microcapsules initiates expansion, and heat-pressing and cooling the fiber mat 1. The method of manufacturing a base material for the interior of vehicles includes heating the base material 2 in a temperature range higher than the thermal expansion initiating temperature of the thermally expandable microcapsules to expand thermally.
