PROBLEM TO BE SOLVED: To effectively utilize radio resources for a physical downlink layer control channel (PDCCH). SOLUTION: A control channel allocation method includes: a step (S2) for PDCCH allocation ranking for a radio terminal scheduled to allocate a physical uplink data channel (PUSCH) thereto and a radio terminal scheduled to allocate a physical downlink data channel (PDSCH); and a step (S11) for determining whether or not radio resources (CCE) for PDCCH can be allocated to the radio terminals one by one in accordance with the allocation ranking.
