A relay server (20) transmits, to an access management apparatus (30) managing the right of access to a relay server (10), a request of access to the relay server (10). After confirming that the right of access to the relay server (10) has been set in the relay server (20), the access management apparatus (30) requests the relay server (10) to permit the access of the relay server (20) thereto. When the relay server (10) has permitted the access of the relay server (20) thereto, the access management apparatus (30) notifies the access permission to the relay server (20). The relay server (20) establishes, based on the notification from the access management apparatus (30), a routing session with the relay server (10). The relay server (20) then uses the routing session to start a communication with a general server (12) to be maintained.
