<P>PROBLEM TO BE SOLVED: To provide a conductive roller and a method for manufacturing the same, in which the film thickness of an elastic layer can be maintained to an appropriate thickness. <P>SOLUTION: The conductive roller 10 comprises a shaft 1, an adhesive layer 5 formed on the outer circumference of the shaft 1, an elastic layer 2 formed on the outer circumference face of the adhesive layer 5, and a surface layer 3 formed on the outer circumference face of the elastic layer 2. The adhesive layer 5 is formed by applying and then drying a water-based coating material; the elastic layer 2 is formed by applying and then drying a water-based coating material containing resin-made microballoons, and heating it to expand the resin-made microballoons; and the surface layer 3 is formed by applying and then drying a water-based coating material. A method for manufacturing the conductive roller is also provided.
