<p><P>PROBLEM TO BE SOLVED: To provide a technology related to base material development of a waste treatment agent with wood chips achieving the effect and efficiency of the treatment and inexpensive hazardous waste treatment so as to convert environmental pollution of sewage caused by life sludge, agricultural sludge, industrial sludge, livestock sludge, sewage sludge or the like into environments where waste water treatment can be performed, while fish can be protected and plants can live by a decomposition technique and a sealing technique, and further, to easily produce the same without requiring expensive equipment cost. <P>SOLUTION: The decomposition extinction treatment agent for waste such as hazardous substance sludge and waste water is the development of capacity technology, which achieves porosity by subjecting wood chips to processing and physical treatment.
