PROBLEM TO BE SOLVED: To reduce responses to a transfer rule message to be transmitted to another relay device. SOLUTION: The relay device to be used in a network configuration for relaying a message from a client to one of a plurality of servers in a distributed manner includes: a state management data storage part storing a response need table including identification information of a device, which has transmitted a transfer rule notification, to be responded by the relay device, the transfer rule notifications including new transfer destination information, transmitted from each of a plurality of other relay devices by broadcast; a transfer rule reception means deciding whether the identification information of another relay device is included in the response need table when receiving the transfer rule notification from the other relay device; and a response transmission means transmitting a response to the received transfer rule notification to the other relay device when the identification information of the other relay device is included in the response need table.
