PROBLEM TO BE SOLVED: To immediately update a conversion rule used for protocol conversion while reducing a management load. SOLUTION: A gateway 10 includes: a conversion table 11 storing conversion rule information for converting a PAP (Push Access Protocol)-based message into an SMS (Short Message Service) protocol-based message; a reception part 12 receiving the PAP message from a push initiator 20; an acquisition part 13 reading conversion rule information corresponding to the PAP message from the conversion table 11; an update part 14 updating the conversion rule information based on instruction information when the instruction information for instructing the update of the conversion rule information is included in the PAP message; a generation part 15 determining a parameter value of an SMS message corresponding to the PAP message based on the read conversion rule information or the updated conversion rule information, and generating the SMS message; and a transmission part 16 transmitting the SMS message to an exchanger 30.
