PROBLEM TO BE SOLVED: To provide a starting control device capable of improving cold startability. SOLUTION: This starting control device 1 is provided for starting an internal combustion engine 10. The starting control device 1 includes a variable valve train 3 capable of opening an intake valve 2 of the internal combustion engine 10 in the optional timing, an intake temperature detecting means 5 for detecting the temperature in an intake passage 4 of the internal combustion engine 10, and a control means 6 for cranking the internal combustion engine 10 while the temperature detected by the intake temperature detecting means 5 is a predetermined threshold value or less when starting the internal combustion engine 10 and opening the intake valve 2 by the variable valve train 3 by any one or both of the compression stroke latter half and the expansion stroke first half in the cranking.
