<P>PROBLEM TO BE SOLVED: To achieve parallel or pipeline processing of intra prediction and improve efficiency of encoding. <P>SOLUTION: An intra prediction part 74 performs intra prediction processing in an intra prediction mode for using peripheral pixels determined to be usable by a peripheral pixel usability decision unit 76 for object blocks corresponding to block addresses established in a processing order different from that of H.264/AVC by an address control unit 75. In that case, the intra prediction part 74 performs intra prediction of pipeline processing or parallel processing for a plurality of blocks, or performs the intra prediction by one block based on a control signal from a pipeline/parallel processing control unit 92.
