摘要 PROBLEM TO BE SOLVED: To solve the problem that an energy storage device must stop an operation when a substation is stopped at night or during maintenance or the like and an exclusive communication means must be mounted to stop the substation under the present condition because the conventional energy storage device discharges a battery when a stringing voltage lowers up to a starting voltage and the operation is continued up to the end of the discharge of the battery even when the substation is stopped for preventing the lowering of the stringing voltage. SOLUTION: The energy storage device is started by detecting that a rated voltage is higher than the starting voltage of the stringing voltage, and is stopped by detecting that the stringing voltage is the starting voltage and the discharge current is a small value approximately equal to the loss of the energy storage device 4 for a fixed time. The operation is stopped even when there is no load supplying an energy from the stringing voltage and the substation is stopped without using the exclusive communication means.
