PROBLEM TO BE SOLVED: To attain a simple-configuration and inexpensive rights protect function, in terrestrial digital TV broadcast. SOLUTION: A management mechanism 1A receives a rights protection LSI from an LSI maker 3A and supplies a rights protection LSI, in which information such as a key is written in a receiver maker 4A. A viewer is provided with a receiver 6A from the receiver maker 4A and receives free broadcast from a broadcasting station 5A. The management mechanism 1A transmits updated information, such as, lot number, work key Kw, and the like, regarding the free broadcast and revoke information to the broadcasting station 5A. When carrying out free broadcasting (terrestrial digital broadcast), the broadcasting station 5A encrypts and transmits the updated information, such as, the work key Kw, together with a broadcasting signal.
